Don’t Ignore Your Professional Responsibilities

The Case 

A physiotherapist was referred to the Discipline Committee after refusing to complete the College’s quality assurance program. 

Every year, some physiotherapists are selected for a screening interview to reflect on their practice. Based on that interview, a small number are also required to complete a second more comprehensive quality assurance assessment.  

In this case, the physiotherapist completed the screening interview but then refused to take part in the assessment. Over several months, the College sent multiple reminders and warnings. Despite this, the physiotherapist did not complete the pre‑assessment questionnaire, did not schedule the assessment, and did not reply to College communications – even after the case was referred to the Inquiries, Complaints and Reports Committee (ICRC).  

The physiotherapist only responded when the matter was sent to the Discipline Committee. 

The Standards  

Under Ontario law, all health regulatory Colleges must have a quality assurance program.  

These programs help ensure health care providers have the knowledge and skills to provide competent and safe care.  

Because of their important role in public protection, participation in these programs isn’t optional. It’s required by law.  

Being a physiotherapist comes with responsibilities – both to the public and the profession. These include replying to inquiries from the College within a reasonable timeframe and completing mandatory activities like quality assurance and the Professional Issues Self Assessment (PISA).  

By disregarding their professional obligations, the physiotherapist in this case failed to maintain the standards of practice.  

The Outcome 

The physiotherapist’s license was suspended until they finished a course on ethics and professionalism at their own cost. They were also required to complete the quality assurance assessment within six months.  

Information about the case will stay on the Public Register permanently.
