On September 28, 2021, the Inquiries, Complaints and Reports Committee (ICRC) referred a matter involving Patricia Vogel to the Discipline Committee for a hearing. 

Finding

The hearing took place on January 12, 2022. The panel of the Discipline Committee issued a decision on the finding on January 12, 2022, on the penalty on January 12, 2022 and on costs on January 12, 2022. 

After having considered all of the evidence, the panel found Patricia Vogel to have committed the following acts of professional misconduct:

  • paragraph 13 (failing to reply appropriately or within a reasonable time to a written inquiry from the College);
  • paragraph 14 (contravening, by act or omission the Physiotherapy Act, 1991 the Regulated Health Professions Act, 1991 or the regulations under either of those Acts);
  • paragraph 18 (engaging in conduct or performing an act relevant to the practice of the profession that, having regard to all the circumstances, would reasonably be regarded by members as disgraceful, dishonourable or unprofessional);

Penalty

The panel ordered the following penalty:

  • Receive a reprimand at on a date to be fixed by the Registrar
  • Serve a suspension until Patricia Vogel has successfully completed the following requirements. 
  • Complete a review of various College, standards, tools and resources
  • Successfully complete the ProBe program

While suspended, Patricia Vogel may not not use the title Physiotherapist, PT or any abbreviation thereof. Patricia Vogel also may not use their name, PT title and registration number for billing purposes while serving the suspension.

The panel also ordered Patricia Vogel to pay costs to the College in the amount of $5,000 to offset some of the costs associated with investigating and prosecuting this case.
